PLANNING SPECIALIST

QUALIFICATION STANDARDS

Education: Bachelor Degree relevant to the job

Experience: with at least one (1) year in Planning and Monitoring

Training: 4 hours of relevant training

Eligibility: CSC Professional or Equivalent

TERMS OF REFERENCE

1. Consolidates and analyses the overall physical and financial plans of the Bureau;

2. Analyses, interprets and recommends statistical data to be integrated or applied to plans and programs being developed;

3. Develop and maintain a monitoring tool for the monthly reports of the Bureau;

4. Generate the Bureau’s monthly accomplishment report;

5. Facilitate the conduct of the Bureau’s planning exercise;

6. Serve as the Bureau’s focal in the Department of Agriculture’s Program Monitoring and Evaluation System;

7. Act as focal in the Bureau’s implementation of the Public Investment Program; and

8. Performs other planning and finance related functions that may be assigned.

ADMINISTRATIVE ASSISTANT V (BUDGET)

QUALIFICATION STANDARDS

Education: Completion of two (2) years studies in college

Experience: Two (2) years of relevant experience

Training: 8 hours of relevant training

Eligibility: CSC Eligibility

TERMS OF REFERENCE

1. Attend to the processing of Disbursement Vouchers and Obligation Request of the Bureau;

2. Assist in the Development of budgetary summary reports and quarterly accomplishments;

3. Prepare regular payroll of salaries of permanent employees and other mandated benefits;

4. Collates various data and budgetary report from different divisions of the Bureau;

5. Maintain various accounting and budgetary records of the Bureau;

6. Collates all quarterly physical accomplishment reports per divisions;

7. Perform legwork for the ISO 9001:2015

8. Perform various clerical and administrative work.

ADMINISTRATIVE ASSISTANT V (PROCUREMENT)

Education: Completion of two (2) years studies in college

Experience: Two (2) years of relevant experience

Training: 8 hours of relevant training

Eligibility: CSC Eligibility

TERMS OF REFERENCE

1. Prepare documents and attachments for BAFS various Procurement Request;

2. Act as canvasser re: various procurement requirements;

3. Assist in various procurement requirement of the Bureau or to any other divisions that may be assigned;

4. Coordinate with the DA-BAC for BAFS various request for Procurement;

5. Maintain records of various procurement documents (PR, PO, WO, RFQ) and other related documents; and

6. Assist in the review and preparations of Terms of Reference and justifications of various procurement request; and

7. Assist in the management of BAFS common supplies.

ADMINISTRATIVE ASSISTANT II (DRIVER)

Education: Completion of two (2) years studies in college

Experience: Preferably at least 1 year of related work experience

Training: None Required

Eligibility: Driver’s License (Professional)

TERMS OF REFERENCE

1. Act as authorized driver of the office;

2. Assist in the delivery of various official documents and other pertinent papers to other offices as maybe required;

3. Submit reports on fuel and oil consumption and distance travelled;

4. Monitor the maintenance and perform minor mechanical repair on official vehicle of the office;

5. Maintain record of trip tickets and other related documents;

6. Attend to the annual registration and insurance of BAFS official vehicle;

7. Provide assistance in the administrative division in assisting in the inventory of properties and equipment.

SCIENCE RESEARCH SPECIALIST I (OAD)

QUALIFICATION STANDARDS

Education: Bachelor’s Degree in Agriculture Major in Entomology or Plant Pathology

Experience: at least 1 year of relevant experience

Training: 4 hours of training

Eligibility: Licensed Agriculturist

TERMS OF REFERENCE

1. Assesses and evaluates the received application of the Registration Section;

2. Assists in the planning and conducting the registration process, specifically for organic soil amendments producers;

3. Attends to queries from clients of the Registration Section;

4. Assists in the development and implementation of rules and regulations of registration;

5. Assists in the conduct of field validation of on-going field bio-efficacy trials;

6. Assists in the conduct of capability buildings and related activities for the certification of organic agriculture researchers;

7. Prepares reports, minutes of meetings and regulatory document;

8. Assist in the food production related activities;

9. Performs functions related to the BAFS Quality Managements System; and

10. Perform other related function as directed.

SCIENCE RESEARCH SPECIALIST I (SDD)

QUALIFICATION STANDARDS

Education: Bachelor’s Degree in Agricultural and Biosystems Engineering

Experience: at least 1 year of relevant experience

Training: None Required

Eligibility: RA 1080/CSC Eligibility

TERMS OF REFERENCE

Develop Philippine National Standard (PNS) for agriculture and fishery machinery and infrastructure, including those related to renewable energy.

1. Conducts initial evaluation of proposals for development of standards from relevant stakeholders based on prioritization criteria;

2. Conducts secondary research on assigned PNS;

3. Prepares and facilitates the transmittal and distribution of the call for nomination of TWG members and Special Order establishing relevant TWG’s;

4. Prepares and facilitates the transmittal and distribution of Notice of Meetings, Agenda, and other relevant working documents for the TWG meetings;

5. Facilitates the conduct of TWG meetings;

6. Prepares and submits Minutes of Meetings;

7. Prepares the initials, working, and final drafts of assigned PNS;

8. Prepares and facilitates the transmittal and distribution of the invitations, program, and other relevant documents for the stakeholder’s consultations;

9. Prepares and submits Activity Reports of the stakeholder’s consultations;

10. Facilitates the conduct of stakeholder’s consultations; and

11. Prepares initial drafts of news or feature articles of stakeholder’s

SCIENCE RESEARCH SPECIALIST I (TSD)

QUALIFICATION STANDARDS

Education: Graduate of any of the following: Agriculture or Fishery

Experience: at least 1 year of relevant experience

Training: None Required

Eligibility: RA 1080/CSC Eligibility

TERMS OF REFERENCE

1. To develop and draft knowledge products for crops related standards;

2. To facilitate the conduct of learning and development activities including pre-and post-seminar/webinars activities;

3. To develop and draft modules related to crops standards for the BAFS eLearning systems;

4. To assists in the implementation of the Quality Management System and serve as a document controller for the ISO 9001:2015;

5. To assists in content creation for the BAFS social media accounts (e.g. News articles, Webinars teasers, and other promotional materials);

6. To assist in the publications of approved PNS and other knowledge products, dissemination, NLP registration;

7.To assist in the accreditation of BAFS as a publisher to National Book Development Board;

8. To assist in the accreditation of BAFS as a CPD provider and to file post webinar requirement to the PRC; and

9. Perform other activities as may be assigned by the immediate supervisor
