Salary Rate: 17,975.00

QUALIFICATION STANDARDS

Education : Completion of two years studies in college

Experience : 1 year of relevant experience

Training: 4 hours of relevant training

Eligibility: Career Service (Subprofessional)/First Level Eligibility

Competencies:

Considerable knowledge in production, processing and marketing of agri-fishery based commodities; Operational knowledge on Agri-fishery based enterprises;

Understanding of business procedures including business financing, human resources, IT, operations and sales and marketing financing options for business start-ups and business expansions;

Strong interpersonal skills;

Ability to communicate effectively in oral and in technical writing;

Ability to multi-task and deliver results in an efficient and effective way;

DUTIES AND RESPONSIBILITIES

The Administrative Assistant III (Secretary II) (ADAS3) shall report directly to the Regional F2C2 Focal Person/Regional F2C2 Alternate Focal Person. Specifically, the ADAS3 shall:

1. Assist in the preparation of Work and Financial Plan of F2C2 program;

2. Assist in the preparation of Budget and Execution Disbursement (BED);

3. Assist in the periodic updates on physical and financial accomplishments;

4. Assist in the preparation of activity designs, communication letters and minutes of the meeting, coordination and arrangement of meetings/workshops of the F2C2 Program;

5. Serve as Secretariat during the RTWG and other meetings related to F2C2 Program;

6. Assist in the preparation and facilitation of Travel Orders (TO) and Request of Vehicles and Request for Catering in support to activities of F2C2 Program;

7. Assist in the follow-up of approved Purchase request (PR), activity designs, etc.; and

8. Perform other duties that may be required from time to time.

BUSINESS DEVELOPMENT/MARKETING OFFICER

Salary Grade: SG 16

Status: CONTRACT OF SERVICE

Office Assignment: Farm and Fisheries Clustering and Consolidation Program (F2C2)

Salary rate: 33,584.00

Education: Bachelor’s degree relevant to the job

Experience : 1 year of relevant experience

1. Assist in the preparation and finalization of the business plans including required documents and attachments in accordance with the Cluster Development Plan and guidelines;

2. Assist in conducting initial review of F2C2 cluster business plans;

3. Assist in conducting initial review of the technical requirements of proposed cluster projects in terms of market, operations, organization and management and budget in accordance with the F2C2 Program guidelines;

4. Provide assistance in the compliance to documentary requirements to facilitate obligation, transfer and liquidation of F2C2 funds;

5. Assist in the monitoring of the Cluster Development Plans and Business Plans;

6. Serve as coordinator for the assigned province; and

7. Perform other duties related to the program that may be required from time to time.

ENTERPRISE (BUSINESS) DEVELOPMENT/ MARKETING OFFICER

Salary Grade: 16

Status: CONTRACT OF SERVICE

1. Assist the F2C2 Central Office in the assessment of F2C2 cluster operations and shall prepare an action plan which will serve as the basis in the provision of technical assistance to the F2C2 clusters and the farmers/fishers recipients;

2. Assist in the preparation and approval of the Cluster Development Plan of the F2C2 clusters;

3. Assist regularly in the monitoring of operation of the ongoing and completed projects/ activities, identifying issues and concerns/bottlenecks and providing recommendations and actions taken;

4. Assist in facilitating or conducting provision of technical assistance and capability building the F2C2 clusters.

5. Provide assistance in coaching and mentoring of F2C2 clusters especially on marketing and technical aspects.

6. Working closely with the Agribusiness and Marketing Assistance Division (AMAD) in monitoring operation of enterprises and in the provision of technical assistance.

7. Perform other duties that may be required from time to time.

ORGANIZATIONAL DEVELOPMENT OFFICER

DUTIES AND RESPONSIBILITIES

The Organizational Development Officer (ODO) (ADAS3) shall report directly to the Regional F2C2 Focal Person/Regional F2C2 Alternate Focal Person. Specifically, the ODO shall:

1. Assist in conducting stakeholders’ consultation together with banner programs, LGUs, and other concern agencies during the conduct of social preparation assessment activities;

2. Assist in the conduct of special preparation assessment, organizational capacity needs assessment, gap analysis and develop social preparation action plans or activities to prepare the cluster and the community in implementing their Cluster Development Plans;

3. Assist in implementing the social preparation action plans or activities for the clusters and the community, together with concerned DA Banner Program, partner LGUs and concerned agencies;

4. Assist in providing capability building training to clusters (i.e., leadership and governance, values formation, human resource, etc.);

5. Assist in coordinating with various government and non-government agencies on possible technical assistance to clusters and partner LGUs;

6. Participate in assisting the technical review of business plans, capacity building plan, risk assessment and management plan and business continuity plan of F2C2 Clusters; and,

7. Perform other duties related to the F2C2 Program that may be required from time to time.

PROJECT DEVELOPMENT OFFICER

Salary Grade: 11

Status: CONTRACT OF SERVICE

Office Assignment: Farm and Fisheries Clustering and Consolidation Program (F2C2)

Salary Rate: 20,754.00

2. Assist in the preparation of Budget and Execution Disbursement (BED);

3. Responsible in assisting the Obligation and Disbursement of F2C2 Program;

4. Responsible in assisting the periodic updates on physical and financial accomplishments;

5. Act as Report Officer of the F2C2 Program;

6. Serve as Secretariat during the RTWG and other meetings related to F2C2 Program; and,

7. Perform other duties that may be required from time to time.
