JOB DESCRIPTION AND RESPONSIBILITIES

A. Brief the staff of DOH concerned bureaus, Centers for Health Development and hospitals on the
government regulations and requirements on environmental management resulting in a temporary
increase in immunization waste generation at the point of use.
B. Liaise with the Department of Environment and Natural Resources (DENR)- Environmental
Management Bureau (EMB) Central and DENR-EMB regional offices to facilitate the compliance of
target sites according to Republic Act 6969 and its implementing rules and regulations.
C. Ensure compliance with loan covenants, ADB Safeguard Policy Statement (SPS) (2009), activities,
and processes laid out in the Project Administration Manual (PAM);
D. Coordinate and monitor with DOH hospitals, Disease Control and Prevention Bureau (DCPB) and DOH
Regional Offices in the implementation of DOH Interim Guidelines on the Management of Health Care
Waste Generation from COVID-19 Vaccination;
E. Ensure that the movement of immunization waste offsite will comply DENR’s licensing, reporting and
monitoring requirements through the existing Hazardous Waste Manifest System;
F. Support participating DOH hospitals in reviewing their healthcare waste management systems, in
identifying gaps and necessary improvements, including on-site waste treatment facilities to be
procured under the project; and
G. Monitor the implementation of gender aspects, including gender disaggregated data in the DMF and
report quarterly to the DOH Technical Support Unit.

Senior Project Assistant

SALARY GRADE: 18

APPOINTMENT STATUS: Full-time (Project-based Position)

JOB DESCRIPTION AND RESPONSIBILITIES

A. Assist the DOH Regional Offices to ensure the completion/updating the COVID-19 Vaccine
Implementation Readiness Assessment Tool (VIRAT) with accurate evidence-based information;
B. Assist the DOH Regional Offices in developing a comprehensive COVID-19 vaccine implementation
monitoring plan;
C. Assist in coordinating and monitoring the implementation of the Philippine National Deployment and
Vaccination Plan for COVID-19 in the target regions;
D. Assist in coordinating and monitoring the preparation and implementation of COVID-19 vaccine
introduction and campaign of the DOH Regional Offices;
E. Assist during the advocacy effort with DOH and relevant stakeholders for COVID-19 vaccination and
surveillance;
F. Assist in coordinating with relevant partners and stakeholder at the regional level to strengthen risk
communication strategy, including monitoring and supervision;
G. Assist in monitoring COVID-19 vaccination session to ensure it is following national guidance,
particularly in implementing COVID-19 prevention measures
H. Providing regular feedback to FICT, PHST, DPCB, BIHC and the ADB-HEAL Project Team;
I. Facilitate in the preparation of the conduct of project-related meetings including the necessary
project documents and Executive Brief as outlined in the agenda; and
J. Performs other related tasks as may be assigned from time to time.

Project Assistant I

SALARY GRADE: 15

JOB DESCRIPTION AND RESPONSIBILITIES

A. Ensure that all correspondences and documents are correctly prepared and submitted on time.
B. Ensure that all the incoming mails/documents are logged, properly distributed and brought to the
attention of concerned parties, and the outgoing mails are delivered on time.
C. Facilitate signing/endorsement of all documents required by the project.
D. Provide efficient reception services during technical coordination meeting, taking accurate
messages, dealing with queries from internal/external clients to ensure they are referred in a timely
manner to the concerned parties.
E. Ensure the effective coordination of the Project by identifying advancement and issues observed in
the project.
F. Ensure that the project filing system and records are properly maintained and updated in accordance
with the existing DOH-ISO framework.
G. Facilitate all reproduction and clerical requirements of the project.
H. Provide administrative support to the Project Team in HFEP MO especially in meetings, site visits and
other project activities.
I. Assist the Project Assistant II (Information Systems Analyst II detailed at HFEP MO) and
(Administrative Officer detailed at BIHC) on reception services during technical coordination
meetings, preparing minutes of meeting, dealing with queries from internal/external clients to
ensure they are referred in a timely manner to the concerned parties.
J. Assist the Project Team during the preparation of presentations, and consolidate information based
from the data submitted by the Information Systems Analyst II, Architect IV and Engineer IV.
K. Consolidated reports / technical documents developed for and accepted by the project team in
compliance to task orders.
L. Detailed Progress Report of completed, pending/on-going and planned position related to project
activities. This report shall include among others, action plan (things done, to be done and/or
proposed to be done for each activity.
M. Perform other tasks as may be assigned from time to time by the HFEP-MO Director and Project Team Leader
