The National Wages and Productivity Commission (NWPC) is hiring for the following position:

Position: Chief Labor and Employment

Officer Item Number: NWPCB-CLEO-2-1998

Place of Assignment: Manila/ Productivity Policy and Research Division

Salary: SG 24 – Php 86,742 + 2,000 (PERA)

Qualifications:

Education: Master’s Degree or Certificate in Leadership and Management from the CSC

Experience: Four (4) years of supervisory/ management/ experience

Training: Forty (40) hours of supervisory/ management learning and development intervention

Eligibility: Career Service (Professional) / Second Level Eligibility

Duties:

1. Provides consultative and advisory services to NWPC officials in reaching out substantive decisions on matters relating to employment generation, facilitation, preservation, and maintenance of industrial peace, employment enhancement, and protection;

2. Oversees the implementation of major research and other project activities of the Division and evaluate recommendations based on these duties;

3. Assists the Director in undertaking technical supervision over the Division’s counterparts in other DOLE offices, and/or implementing laws and policies and programs;

4. Supervises the implementation of programs and projects assigned to the Division;

5. Directs the study, review, analysis of laws, policies, rules, and regulations affecting the organization’s programs and projects and submit necessary recommendations;

6. Supervises the development, preparation/review of reports, project proposals, information materials on the organization’s areas of concern;

7. Establishes linkages and/or confers with governmental and non-governmental agencies, employers, and workers organizations regarding policies, programs, research priorities on the Division’s area of operation;

8. Renders technical assistance to other units of the office/ agencies both public and private on areas of concern;

9. Represents the organization in regional/ national and/or international meetings, committees, and conferences when so directed by the Executive Director;

10. Exercises general supervision and evaluates all activities and outputs of his subordinates;

11. Implements establish labor laws, policies, rules, regulations, and standards;

12. Performs such other functions as may be assigned.

Position: Administrative Officer V (Information Officer III)

Place of Assignment: Planning and Information Division

Salary: SG 18 – PHP 43, 681 + 2,000 (PERA)

Qualifications

Education: Bachelor’s Degree

Experience: 2 years of relevant experience

Training: 8 hours of relevant training

Eligibility: Career Service (Professional) / 2nd Level Eligibility

Duties:

1. Prepares and issues press releases and news items to print and broadcast media on Agency’s performance, issuances and pronouncements;

2. Writes materials for radio/ press releases, news items and other correspondence;

3. Reviews materials for publication and distribution to clients;

4. Arranges press conferences/ interviews with key officials;

5. Monitors press releases relative to NWPC concerns and prepares reports;

6. Establishes information exchange networks with other government agencies; establishes liaison with media establishments, institutions, and organization; accommodates/ entertains media guests/ visitors in the Office;

7. Coordinates with media in the dissemination of press releases;

8. Coordinates with other offices in the implementation of the media plan.

Position: Labor and Employment Officer III

Place of Assignment: Productivity Policy and Research Division

Salary: SG 16 – PHP 36, 628.00 + 2,000 (PERA)

Qualifications:

Education: Bachelor’s Degree

Experience: 1 year of relevant experience

Training: 4 hours of relevant training

Eligibility: Career Service (Professional) / 2nd Level Eligibility

Duties:

1. Initially prepares the necessary instruments and schedules needed for the conduct of researches, writes preliminary drafts of research findings, technical information, and conducts a preliminary analysis of survey data;

2. Prepares and/or analyzes and reviews existing and relevant literature, technical documents, policy review papers, and reports of the division/unit;

3. Reviews labor laws, rules, policies, guidelines and submits appropriate recommendations/ implements labor laws, rules, policies, guidelines and submits regular and special reports of accomplishments as well as necessary recommendations;

4. Recommends programs and projects related to the organization’s area of concern;

5. Assists in developing and conducting training programs/ information dissemination on the organization’s programs and projects;

6. Serves as field coordinator in surveys conducted by the Division and may act as Liaison Officer with other institutions;

7. Writes preliminary drafts of research findings and other technical reports;

8. Assists in providing consultative service to a trade union in matters of trade union administration;

9. Provides support staff functions to other divisions whenever necessary;

10. Monitors implementation of programs and projects;

11. Assists in the implementation of labor laws policies, rules, regulations, and standards;

12. Performs such other functions as may be assigned.

Salary: SG 13 – PHP 28, 276.00 + 2,000 (PERA)

Qualifications:

Education: Bachelor’s Degree

Experience: None

Training: None

Eligibility: Career Service (Professional) / 2nd Level Eligibility

Duties:

1. Assists in the development and deployment of training materials;

2. Assists in the coordination of training requirements and provision of support staff function in the conduct of training

;3. Assists in the preparation of training reports;

4. Assists in the provision of technical assistance on training;

5. Assists in the monitoring/review evaluation of RB Training Programs.

Education: Bachelor’s Degree

Experience: None

Training: None

Eligibility: Career Service (Professional) / 2nd Level Eligibility

Duties:

1. Encodes communications, reports, and other documents under his/her area of jurisdiction;

2. Processes and organizes files;

3. Drafts letter replies to simple queries;

4. Prepares technical reports for submission to government agencies and other organizations;

5. Researches on Supreme Court decisions on wage issues;

6. Assists in the preparation/ packaging of meeting materials.
