Gender and Development Specialist II

Employment Status: Contract of Service

Salary: Salary Grade 15/ 35,097 plus 20% premium

Education: Bachelor’s degree preferably in the following area; Gender/Women and Development; International Relations/Studies;Business Administration, Public Administration, Social Development, Development Studies/ Management, Economics, Social Sciences and other allied courses.

Training: 4 hours of relevant training

Experience: 1 year of relevant experience

Eligibility: None required

General Functions:

Under the direct supervision of the Chief GAD Specialist and any of the Supervising Gender Specialists, the GAD Specialist II shall coordinate and be responsible for delivering the major targets of the Technical Services and Regional Coordination Division, which include among others:
1. Provide technical and administrative support in the implementation of the Local GAD Resource Program (LGRP);
2. Serve as the documenter and provide administrative support in major activities and trainings organized by TSRCD; and
3. Perform other related work that may be assigned by and agreed upon with the Chief GAD Specialist.

Specific duties:

1. Closely coordinate with and assist the Senior GAD Specialists and GAD Specialists assigned in the
implementation of activities under the LGRP;
2. Assist in the development, updating and packaging of GAD modules as maybe assigned;
3. Participate in the planning, designing, and organizing of capacity development programs and technical
assistance for partner regional GAD mechanisms, national government agencies and Local Government Units (LGUs);
4. Assist in the monitoring of submission of reports of GAD Local Learning Hubs and RGADC partners;
5. Assists in the processing of reports submitted by national, regional, and local partners in line with their provision of GA related TAs;
6. Assist in the preparation of GAD LLH reports, RGADC Reports, TSRCD TA Tracking reports, concept papers, activity proposals and other technical documents including the development of presentation materials for the review of the Supervising GAD Specialists and/or Chief GAD Specialist;
7. Provide support before, during, and after activities organized by TSRCD, including but not limited to logistical preparations;
8. Participate in meetings, learning sessions, and capacity development activities partners and those organized by the PCW relevant to the conduct of the above-mentioned job/functions;
9. Prepare and submit monthly work plans and accomplishment reports including required attachments and other required liquidation and monitoring and assessment reports in due time.
10. Perform other related work that may be assigned by the Chief of GAD Specialist.

Administrative Aide IV

Employment Status: Contract of Service

Salary: SG 4/ 14,993 plus 20% premium

Education: Completion of 2 years studies in college

Training: None required

Experience: None required

Eligibility: None required

Duties and Responsibilities:

1. Manages the Document Tracking System (DTS) of the division for efficient and timely action of documents by the division;
2. Prepares the Annual Procurement Plan (APP) and the Project Procurement Management Plan (PPMP) based on the approved work and financial plan of the division;
3. Maintains a systematic filing system, both physical and electronic, of all documents and records stipulated in the provision of Proactive Technical Assistance (proTA) procedure such as activity proposal, accomplished Training Needs Assessment (TNA) forms, activity reports, accomplished evaluation forms, and the like, for safe keeping and easy retrieval;
4. Maintains the calendar of activities and schedule of appointments and meetings of the division;
5. Routes documents to divisions concerned for appropriate action/s;
6. Prepares and processes the procurement documents for all SCD activities such as Purchase Request (PR), Requisition and Issue Slip (RIS), and General Information Sheet (GIS);
7. Prepares and processes the liquidation documents of SCD activities including the travel of all SCD staffers;
8. Consolidates the monthly technical assistance provided by the SCD to the key implementing agencies, non-government organizations, and other stakeholders for submission to the Technical Services and Regional Coordination Division (TSRCD);
9. Prepares presentation of SCD’s monthly accomplishment report for reporting during the Flag Raising Ceremony;
10. Provides secretarial and logistical support for the division on a day-to-day basis;
11. Assists in the preparation of documents and materials needed in the activities of the division; and
12. Performs other duties as may be assigned by the immediate supervisor from time to time.

Administrative Assistant II

Employment Status: Contract of Service

Salary: SG 8/ 18,998 plus 20% premium

Education: Completion of 2 years studies in college

Training: 4 hours of relevant training

Experience: 1 year of relevant experience

Eligibility: None required

Duties and Responsibilities

1. Provides secretarial, administrative, and logistical support for the Office of the Deputy Executive Director for Management Services (ODDMS);
2. Maintains the calendar of activities and schedule of appointments and meetings of the ODDMS including the preparation of meeting materials;
3. Maintains confidential, vital and general files and records, circulars, memorandum orders and other documents for safekeeping and easy retrieval of documents;
4. Coordinates, handles and monitors incoming and outgoing documents, prepares/inputs to the Office of the Executive Director for the semi-annual Division/ Unit Performance Commitment and Review (D/UPCR) form, Accomplishment Report (AR), Work and Financial Plan (WFP), and Monthly AR for the Flag Raising Ceremony (FRC);
5. Coordinates with the DDMS all documents/communications in the Globodox and emails;
6. Inputs and monitors the comments/inputs of the DDMS to the Globodox;
7. Requests/prepares necessary documents for official travel/s of the DDMS;
8. Prepares all administrative and finance documents needed by the ODDMS;
9. Receives and answers phone calls; and
10. Perform other duties as may be assigned from time to time.

Supervising GAD Specialist

Employment Status: Permanent

Salary: SG 22/69,963 plus 20% premium

Education: Bachelor’s degree in any of the following areas; Gender/Women and Development; International Relations/ Studies; Business Administration; Public Administration; Social Development; Development Studies/Management, Economics and Social Sciences

Training: 16 hours of relevant training

Experience: 3 years of relevant experience

Eligibility: Career Service Professional 2nd level eligibility

Duties and Responsibilities

1. Assists the Division Chief in the planning of the division’s overall strategic sectoral operational plans and targets, implementation, and monitoring & assessment of outputs;
2. Assists the Division Chief in the provision of technical assistance to agencies on gender and development mainstreaming, development of gender-responsive policies, programs, projects, services and tools, and the application of GAD M&E Framework;
3. Assists the Division Chief in the development and enhancement of the sectoral plans, research and policy agenda, sectoral GAD technical assistance packages, GAD policies, M&E Frameworks, tools and approaches for the adoption of gender-responsive and result-based M&E;
4. Assists the Division Chief in creating and developing strategies and implementing the strategies in building partnerships, networks for cooperation and institutional linkages with GOs, NGOs, LGUs, regional mechanisms and other partners;
5. Assists the Division Chief in supervising, coaching, and mentoring lower level GAD Specialists in effectively delivering the divisions targets and outputs;
6. Conducts review to enhance division’s activity proposals, inputs to reports/ policy/ position papers, concept papers, and technical reports related to assigned tasks of Senior GAD Specialists and GAD Specialist II under her/his supervision;
7. Conducts sectoral GAD-related activities, consultations, meetings, partnership building, policy advocacy, and monitoring ad evaluation activities;
8. Provides technical inputs in reviewing and endorsing GAD Plans and Budgets of sectoral key implementing agencies;
9. Participates and represents PCW and or the Division Chief in interagency committee meetings, consultations, and learning sessions, and acts as technical backstop to the Division Chief and PCW officials; and
10. Performs other related tasks that may be assigned by the Division Chief or top management.
